Monarch Policy

• A user can only have one monarch their entire tenure in DARP. If the monarch steps down, the user cannot create another monarch in another country but they can replace their monarch in the same country. We take into account that they have developed their own lore in that country that it could be difficult for other users to come into that country to try and make something new.
