Jeffrey isn't a hot-head... but that's probably only due to his water nymph heritage. He never loses his head, but that said he's got plenty of other flaws. Not that he recognizes of them.
Jeffrey is highly independent because he's lived in an orphanage his whole life. He hates asking for help and flat out refuses to do it. He believes he can fix anything and everything by himself and that he don't need nobody. This has led to him not getting close to many people. However he knows everybody.
Jeffrey can be quite charming when he wants to be and enjoys impressing girls with his water nymph abilities. Because after all... how cool are they? It makes sense that Jeffrey loves the water. He loves to sail, swim, waterski... you name it, he's game. Long as it relates to the water.
Jeffrey is very daring and loves to take risks. Danger excites him, he craves that rush of adrenaline and will do anything to get it. Bungee jumping, free climbing, skydiving, diving off a bridge into a river... all of it. Jeff likes to have fun and can't sit still for too long. He probably has undiagnosed ADHD.
Jeffrey is a sailor... that much you've probably gathered. However he's a special type of sailor. A pirate. Jeffrey is very greedy and likes to take things that don't belong to him, because not only is he greedy, he's envious. He'll take things that other people treasure because he can't stand them having better things than him. He's very good at setting traps and planning strategies to steal things. He could be an excellent naval commander... if he wasn't so damn greedy.

In order to understand Jeffrey Rackham's history, you need to understand one thing about his mother. She was an explorer. Bethany Rackham had gotten a job as a muggle photographer and travelled the world taking pictures of anything and everything. Bethany was also a witch however and also took photos of magical places and people. Those photos were kept hidden from her muggle clients.
Bethany Rackham was also a flirt. She enjoyed the company of men, but there was one night where she hooked up with a rather special kind of man... a water nymph. But Bethany didn't know that. All she knew about that mystery water nymph was that he was a charming man she met in a bar one night. Of course, it was the mystery water nymph that got her pregnant.
Bethany carried the baby through to delivery and named him before dropping him off at Lil Bundles, claiming she couldn't care for him. The orphanage took Jeffrey with open arms and he has resided there ever since.
From a young age, Jeffrey was a problem child. She didn't like to follow the rules... in fact he almost made it a point to break every rule in the book. He was a charming young lad however and talked himself out of many hairy situations. Jeff also liked the surge of adrenaline that came with doing daring things such as jumping off high bridges into rivers or free climbing. Of course all those stunts have wound up with quite a few broken bones. His first sign of magic came when he was doing a daring thing. He jumped off a high bridge and was about to slam into the ground when he slowed himself down somehow. It was a stroke of good luck that kept him alive that day.
When Jeff turned 11 he received his Hogwarts letter and was promptly sorted into _______. Even at Hogwarts, Jeff caused a stir. He performed tricks with his water nymph abilities at the Black Lake to impress girls. It worked sometimes and if it didn't Jeff would layer on the charm. Jeff also takes frequent trips into the Forbidden Forest, even after he was found out. Jeff doesn't follow any of the rules at Hogwarts either. He's almost always up past curfew and has racked up a ton of detentions.
Jeff is also greedy and is becoming quite adept with his fingers. He's pick pocketed more people than he can count. He has been caught before, and has been able to talk him way out of trouble... sometimes. Often times however, his quick tongue isn't enough. However he keeps practicing, hoping he'll become an adept thief someday.
All of this paints an interesting picture about Jeffrey Rackham... he's a pirate. And proud of it. It will just take time to see where Jeffrey winds up in the future, but odds are it won't be any place good.
