Phoebe doesn't quite have a personality of her own, as even though she has a personality, it's always more so been her brother's than hers. Phoebe wants to be her own person, don't get her wrong, and she is, but her bond has made it where if he's a certain way, she is too. Phoebe also takes after her eldest sister, however, in someways, although there aren't very many.
Phoebe is incredibly loyal, and almost naive to a certain extent, which she isn't in the slightest bit proud of. She sticks with people, for forever, until they betray her. She doesn't do well with betrayals or anything where somebody could even just slightly lose her trust. She will hold a wicked grudge against you for it, and she won't ever let go of it, because you took advantage of her and that's definitely not okay in her book.
Phoebe has developed a very relaxed and "chill" attitude, to the point where many can consider it annoying, as she doesn't really seem to care about what's happening most of the time, ignoring everything that most people would normally be at least somewhat moody over. She prefers to be calm and, to a degree, lazy, as she doesn't quite want to be doing anything when she's in this state. She tries to just live life, or go with the flow, more often than not.
Phoebe takes a lot of her cheerful and happier nature from her eldest sister, who she's sure hasn't been upset ever in her life. She prefers to be more positive, than negative, when she's around people, especially those who she doesn't know very well, as if she needs to appear to be a super sweet and positive person, which she is most of the time, although her grouchiness tends to override this trait quite often as well. She tends to not want to be sad, although she doesn't mind being mad at people once and a while, and normally does the happiness routine to keep herself from feeling that way, no matter what's happening, unless it's, as previously stated, a betrayal of some sort.

Phoebe Caitlin Victoria Blake was born on January 18th to Jonathan and Claire Blake, alongside her twin Daisy, who was born several minutes earlier, making her the youngest of the family. Before her birth, however, her five other siblings were born. First, there was Cloud Rosendale, who was a product of Claire's affair while Jonathan was off in Afghanistan. Cloud was, however, dropped in Ireland with his father, before Jonathan could discover what happened. Charlotte came a year later, Felicity came another year after that, and Neil and Gregory came a year after that, which was three years before the birth of the twins.
Phoebe's life of chaos did not begin there, however, but rather several years before that. Jonathan wasn't even a Blake, and rather Cloud, although his family disowned him for being a squib. He then grew up with his best friend, Christopher Blake, and became one of the Blake's. After several years of having this identity, Jonathan and Claire met, fell in love, and started a family, while he also joined the army.
Phoebe, being the youngest, got a lot of the attention when she was younger, versus her siblings, whose shares of attention had been shrinking and shrinking as more kids appeared. Phoebe didn't notice, ever, or at least not until she started bonding with Greg and becoming something of his mini-me, which she still is to this day, really. Daisy later started getting more attention, but Phoebe didn't mind, as it just let her toddler self get away with more things. Eventually, however, Charlie said something after noticing Greg wasn't taking positively to the treatment, and the attention was spreader out equally.
Phoebe's best moments, or as she likes to joke, was when her siblings started vanishing off to Hogwarts, starting when she was six. When Greg, however, left, it was more frustrating for her, as she hadn't ever gotten along with Daisy, so she was quite the grumpy child for those years. Cloud Rosendale, her half-brother, started showing up around the time that Felicity left for Hogwarts, when she was seven. Phoebe, who was quite unnecessarily intimidated by him, never really talked to him, especially when she saw how close he was getting to Greg, who was supposed to be her sibling.
Phoebe's world became like the nerds in the movies when she was ten, turned upside down and shaken about to get everything out of it, just to steal it. She witnessed her parents get divorced, for what she discovered a year later was over dirty little secrets previously stated. She also saw Greg leave the family, running away, without her, although she was told of his plans to do so beforehand. She dealt with the fact that she was probably a squib, as her signs of magic seemed to not appear, unlike her siblings, who all had theirs quite early on. She, a few days before her eleventh birthday, finally had her first sign of magic, when she was staring at a picture of the family together and the glass of the frame shattered completely, which only sent the poor thing into a unnecessary fit of tears of either joy or actual sadness, perhaps both.
Phoebe got her letter to Hogwarts, much to her relief, and began attending Hogwarts alongside Daisy. Phoebe also witnessed Greg's return, and decided she would act like nothing had happened, morphing to once again be a mini-me of his. She was sorted into (???) and finished up that year without any worries, continuing on through her second year with the same situation.
