Richard has dark hair that he carefully styles so it looks like he just rolled out of bed, and he keeps it at a decent length because one time he cut it short and decided he looked like an egg. His eyes are a clear shade of blue and he's quite tall - and, if you believe him, quite attractive. He does concede that his older brother outdoes him in terms of attractiveness, but he's adamant that he's going to grow into his looks.

During the reign of William III & Mary II in 1692 the International Statute of Wizarding Secrecy was signed, separating the lives of the magical and the muggles. The reign of the muggle royal family over the magical population of Britain - and later the United Kindgom - was largely undisturbed; both British societies observed the same monarch until the pure-blooded of the magical society began demanding detachment. From what started as being general discontent grew into violent actions with a magical civil war approaching over the horizon. In a stroke of luck that avoided turmoil, the ruling King George III had a magical daughter hidden from the muggle society. This daughter, Princess Charlotte, was quickly installed as the monarch of the magical society of Britain - an act which finally separated the two.
The arrangement worked out perfectly for both societies; whilst both monarchies were separate, the two worked closely to ensure similar values were shared and upheld. When the muggle monarchy changed their house name to Windsor, the magical monarchy followed suit. Everything was harmonious until the ascension of King Henry II. A monarch who wanted to devolve the power of the Ministry itself, Henry became tyrannous early on in his reign. Turmoil that threatened to overthrow the monarchy rose again, saved only by the forced abdication of Henry and the replacement by his eldest daughter, Victoria.
Proving to be the saving grace of House Windsor, Queen Victoria remedied her father's mistakes. She appealed to all crowds of magical life; advocating for no discrimination for species, being proud enough of her pure-blooded heritage to satisfy those who cared whilst remaining completely relatable for all. Her reign, still going strong, has remained among the most harmonious and popular since the magical monarchy's establishment.
If you ever need a modern fairytale to restore your belief in love, the story of Prince Arthur of Wales and Maud Weasley is one to know. They met at Hogwarts, in the first potions class of their first year, and clicked immediately. For years afterwards they were the subject of hundreds of "will they won't they" speculation in all the tabloids, until they finally began a relationship.
Magical media always loved their story and when their engagement was announced the media had a field day. Their wedding, for one, is said to be the most-viewed in all of magical history. Picture this: the strictly brought up, straight-laced crown prince, marrying the carefree commoner who captured his heart.
It wasn't long until they started having children: first Alfred, then Charlotte, then Helena, and finally Richard. Arthur is a strict but loving father, concerned always with appearances and stressing the importance of protocol. These four are, after all, 2nd to 5th in line, and they have to act as such. Maud, however, is considerably more relaxed, perhaps because of the controlled chaos that was her own upbringing.
Princess Maud of Wales is of the opinion that, as magical royalty, her children need to have a wide knowledge of both wizarding and muggle cultures. Therefore she's been taking them on daytrips to typical muggle places ever since they were small. It was on one of these trips, to a Tescos on the outskirts of London, where Richard had his first sign of magic aged 6 years old. He was a little overenthusiastic about the trip (they remain to this day his favourite things), and somehow managed to make every single egg in the aisle explode. Needless to say, that set the tone for the rest of Richard's life.
As with all wizarding children, on his eleventh birthday Richard received his Hogwarts letter, and when the day finally came to get on the Hogwarts Express with his siblings, he couldn't have been happier. Of course, what was the happiest day of his life was possibly the worst day in living memory for the Hogwarts staff, because Richard is a nightmare student. He has what is best described as a talent for trouble, and if he's not in detention he's definitely causing mischief somewhere else, whether that means drawing anatomically incorrect genitalia on miscellaneous items or dying the house elves' hair bright pink.

Richard is very confident, to say the least. Or perhaps a better word would be arrogant. He doesn't often see the point of modesty, unless it's what's called for in a social situation, and he's very aware that this is a character flaw. Does he care? No. After all, he is capable of admitting his mistakes - he just acknowledges that he doesn't often make them. Despite his outward arrogance, however, Richard is genuinely a really nice person, and with his friends is generous both with gifts and compliments.
Richard has a few reasons to justify his arrogance: he is naturally really smart, and puts in minimal effort to keep his grades up (though hardly anyone seems to notice he's not dumb), he's good at sports, and he's certainly charming - he's been trained to be since he was a little kid. He also thinks he's funny, but everyone he's close to would probably say the opposite. (they're lying)
A typical Gryffindor, Richard is brave and loyal, but this often gives way to outright recklessness. He has an innate sort of immaturity that endears him to the public but just makes him annoying in his siblings' eyes, and which fuels his mischievousness to no end. His absolute idols in life are the infamous Weasley twins, who his mother told him many stories about as a child, until she realised they were a decidedly bad influence on him.
Within the main family unit, Richard is the suck-up. He is very much his parents' little angel, even though he's by far the worst behaved of his siblings, due to his status as youngest. His innate charisma is not put to the best of uses, and is normally what gets him and his friends out of trouble - he could probably talk himself out of any situation thrown at him, the least of which being a detention.
Even though he's often immature, Richard is firstly a royal. He's perfectly capable of acting mature and of shouldering large responsibilities. No son of Prince Arthur is going to not understand the importance of protocol, after all - it's just that this particular son prefers to avoid responsibility at all costs.
Finally, Richard is, at home, very dorky. He tends to make a lot of pop culture references and still has an old Nintendo 3DS from literally before he was born. In addition to this, he honestly thinks it's cool to do things like creating a secret handshake with his older brother and insist that everyone treat his cat with the same respect they do the actual Queen.

he makes a lot of dick jokes, mostly centring on his name he takes pictures of his siblings sleeping and sends them to witch weekly and the prophet anonymously (aka he's a pr nightmare) he has a pet cat called empress clawdia (named after a tweet he saw once) that he insists everyone refer to as her majesty. he will ignore you if you don't.
