Vigilance

The group became organized after the end of the First Wizarding War to clean up the remnants of Voldemort's followers. Once the Order of the Phoenix disbanded, the job was left to the Ministry, but several like-minded people decided to take it upon themselves because they believed the Ministry was too lenient in its sentencing for the people it was able to catch. During the lull between the wars, the group expanded its membership and mission parameters to include going after criminals in general and patrolling high-crime areas with a low auror presence.


During the Second Wizarding War the group maintained its mission, but with the Order of the Phoenix doing a decent job they didn't interfere with the Order's operations. They stayed under the radar and focused on picking up the slack left by the focus on the Big Threat.

Post-war the group underwent reforms due to the losses and became much more organized and coherent. They grew greatly in size once the country saw the corruption in the Ministry since many wanted to make a difference but didn't trust the government. Over time, the Ministry became trustworthy again, and membership dropped slightly but stabilized quickly. They established leadership positions and chapters dedicated to certain areas of the country. They reached out to international groups and began establishing connections to keep tabs on developing issues and to gain allies. Through some such allies they gained corporate sponsors and were able to create full-time positions and official meeting places instead of gathering in old warehouses and members' homes.

During the Fitzgerald Administration, Vigilance put a lot of time and manpower into protecting people the new policies discriminated against, and they helped to organize the Precinct Riot. Post-Fitzgerald, Vigilance has resumed most of their normal function, but they have a vendetta against Fitzgerald's lackeys and supporters - and the institution that allowed the administration to come to power.

Vigilance understands the Ministry believes it does its best within the confines of the law, but they also believe the law is too restrictive and creates too much red tape to deliver justice as quickly and consistently as it should be. They generally avoid interacting with the Ministry, but they are certainly a thorn in the Ministry's side, and in extreme cases they may directly interfere with ministerial operations or target ministerial officials.

What does Vigilance do, exactly? Well, they kill a lot of people, for one. They have a wall in the ops room at the warehouse dedicated to pictures and descriptions of people unfortunate enough to find themselves on Vigilance's hit list, and they have a small team dedicated to picking up contracts to kill some of the higher-profile people on that wall. Don't get them wrong, they'll do it for free, but Vigilance, like any other organization, has bills to pay and mouths to feed.
Assassination:
  • Currently, Vigilance is still working through a list of some of the most distasteful folks from the time of the Fitzgerald Administration.
  • In short, bad people. Vigilance thoroughly vets any contract or case before they take it on to make sure the facts add up and the target deserves what's coming to them.
Incident Prevention:
  • This primarily is the duty of Vigilance's informants, who report back regarding goings-on they witness or hear about. Informants in the ministry are particularly valuable as Vigilance does not trust the government and tries to get in front of any issues that may arise.
  • Vigilance will also provide guards or personal security as needed on a case-by-case basis.
Punishment:
  • Vigilance feels that the Ministry is not stringent enough when sentencing criminals, and some crimes go unreported or the perpetrator gets off or away on a technicality, and they make a point to correct that. They don't always go directly to murder - sometimes they do less violent things, like theft or vandalism or impromptu amputation.

Vigilance welcomes anyone with a relevant skill to contribute to the group, both on a paid-but-unofficial full-time basis and a volunteer part-time/on-call basis. In recent years, Vigilance has begun to take on more contract work, and as such paid positions do pay enough to live modestly but comfortably. Payouts for contract work do go into the organization's account, but members working on that specific contract do get a % bonus on top of their base pay, if applicable.

Vigilance possesses a document that contains the signatures of every member within the organization. This document is highly guarded and signing it is a requirement to join. If anyone who has signed this document reveals the name of anyone else in Vigilance to anyone not in Vigilance, the word SNEAK will be gashed across their face with a curse, guaranteeing scarring. The only way around it is if a member gives names in a way that is truly against their will.

Vigilance HQ is situated in the heart of downtown Lincliff City and is home to the admin offices for both Vigilance and Optical Office Supply Co., which is the cover company for Vigilance operations. The top three floors house Vigilance's administrative offices, and the rest of the building is dedicated to OOSC's legitimate operations.

Vigilance Warehouse is one of two warehouses owned by OOSC and is used primarily their as surplus/backup storage - at least on paper. Vigilance uses this facility for training, storage, mission briefings, and as a hospital as needed and it's protected by extensive enchantments and deterrents to ensure they have privacy. During the Fitzgerald Administration, the warehouse was outfitted with living quarters to accommodate Vigilance members and their families as needed, as well as other folks who found themselves displaced or on the run due to Fitzgerald's policies. While all those policies have been rolled back, the warehouse remains the same, and some people have opted to continue living on the premises.
